For the TWO PLAYER game, Tick-Tack-Toe, each player takes 4 markers of the same color and plays in turn. First man places one marker on any circle he chooses. Next man then chooses an unfilled circle in which to place one of his markers. The object is to get three markers in a row — across, up and down, or diagonally. The opponent tries to prevent this. The instructions specifically state, “Player wins who succeeds in getting three markers so placed.”
They don’t mention the “cat’s game” where no one wins.
